Complaints against Police arising out of a disturbance ina Queens Road shop where he was assaulted by the shoppeople.

I put up statements of the three members of the Police Force mentioned by the French Consul. I have seen the shop- keeper who says that the Consul's wife purchased a roll of linen at $1 a yard, about 7 or 8 yards. He did not tell her that it was grasscloth, which is rather more expensive. He refused to refund the money because the lady had brought back the material cut into pieces, and not as solā.

It is to be regretted that the complainant was not told to proceed by summons, but the European constable considered it to be an aggravated assault justifying arrest, which however was modified. F. L. A.C.S.P. 17.3.03.
